The Sater 11 system is presented in an intelligent way with the aim of registering motorcyclists’ violations. In this system, the violations that are detected by the system installed in trusted cars are supposed to be sent to a special system that has been set up for this purpose. Due to the fact that the violation detection vehicle may be in different positions, in this case, it must carefully store its registration information on the memory in order to send it to the service provider at the appropriate time or at the same time. System security is very important. In other words, only licensed vehicles can do this. All steps, including violation detection, registration and sending, must be done automatically and the human factor has no role in it. Each hardware must have its own private and public key pair so that it is possible to check the accuracy of the recording system and also to send the encrypted exchanged data. The submitted violation report must include pictures of the violation, including the moment the violation started, during the violation, the offender’s motorcycle license plate, and the time and place of the violation received using GPS. This information is stored by the hardware in encrypted and signed form in the permanent memory of the hardware and sent to the server at the right time. Obviously, the server responds to a device that has successfully authenticated. The server receives the information and prepares to issue the fine. On the server side, the traffic traffic administration user connects to the server through the web and is notified of the violation and takes action to issue a fine. This whole system does not have one more user and that is the traffic department.
